A statewide strategy for an emerging hemp economy

MPG led the Colorado Hemp Advancement and Management Plan (CHAMP), coordinating a multidisciplinary team and eight stakeholder groups across cultivation, genetics, testing, processing, manufacturing, transportation, marketing, and finance/insurance.

The question

Colorado needed a strategy that could advance a fast-moving new agricultural sector while reconciling federal rules, public safety, research needs, financing constraints, and the realities of the value chain.

MPG's approach

  • Facilitate working groups representing the full hemp value chain and synthesize competing priorities.
  • Coordinate economic, agricultural, legal, research, and policy specialists.
  • Evaluate market development, finance, testing, processing, genetics, and regulatory options.
  • Translate the findings into a unified state implementation plan.

Why it matters

The CHAMP initiative gave state leaders and industry participants a shared roadmap for market development and helped structure one of the country's most forward-looking hemp programs.
