Project profile 04

Measuring and managing the world's first adult-use cannabis market

Since 2014, MPG has served as a lead market and policy advisor to the Colorado Marijuana Enforcement Division, producing market analyses used to understand demand, supply, production, and regulatory performance.

01

The question

Colorado's first-of-its-kind market required regulators to make consequential decisions with limited precedent, incomplete data, and rapidly changing consumer and business behavior.

02

MPG's approach

  • Estimate consumption by residents, visitors, and patients across demographic and use-frequency groups.
  • Combine primary survey research with sales, inventory, pricing, and regulatory tracking data.
  • Assess production-control options and identify data gaps in the state's tracking system.
  • Present complex market findings in a form that supports regulatory and tax-policy decisions.

03

Why it matters

MPG led the landmark 2014 Market Size and Demand for Marijuana in Colorado study and subsequent market updates, creating a longitudinal evidence base for one of the world's most mature regulated cannabis markets. This work was updated several times and continues today in the Colorado Marijuana Enforcement Division and University of Colorado dashboard.
